		<description>I cannot express how appalled and sad I am to be informed about the spending freeze since 2008.  As an elementary school teacher, students thrive and blossom from arts education, especially for students who may be shy and introverted or have difficulty expressing themselves verbally.  The arts program is way for students to be exposed to theatre, dance, music, and visual arts through instruction by professionals and/or teachers with a credential in that specific art discipline.  Poor allocation and use of the budget affect students.  Yet, money continues to funnel into prison industrial complex.  I am fearful of what may become of our youth in a few years, if it has not affected them by now.  HELP!</description>
