If people were putting up racist graffiti, then even graf artists would be upset. While I think graffiti should be legal, the differene betwee graf and trash is not merely cost. Graffiti carries a message and it is a cultural expression. When people litter, they don't want anyone to notice. People do graf ONLY because they want to be noticed. It's actually a huge difference.
